I've tried to start a new game, World Card with default settings. Then i click the start button it comes a message with:
This game is not really intended for solo play - it's impossible to win. Start anyway ?
I'm realy can't fond out! Why? Maximum Player numbers is set to 10, so why should start a solo game?

You need not to start the game until at least one or more players join. However, players can join even after you started the game, with the condition for the game start to be on hold or even after the match started, with the condition that you set the game: Allow to players to join until: turn 5, 10, 15..etc

Additional note, if ever you are playing casual games: waiting for even a single player to join a casual game before starting is virtually impossible. Therefore, as Freeman noted, you can start the game nevertheless, and allow players to join up to turn 1 (or later, if you want to allow players to late join).
Since players late joining can't reinforce on the turn they join (turn 1), a generally accepted rule in casual games is that nobody reinforces on turn 1, even the game host could. All players can expand with their existing Infantries present on turn 1, and all players can reinforce at the same time on turn 2.

Casual hint - At any given time, there are usually a dozen or more casual players taking turns. If you advertise the start of a casual game (using BOLD) and emphasize that you won't start until someone joins, you often won't have to wait long. ♥
