Can't send money to me chaps.

I was in a 3 v 3 today. I was Germany, and my allies were Ukraine and Franc. France needed help, he asked for 1k I sent 1.4k, but he never receives it. I send again and still he doesn't receive it and loses (although I'm not sure if it costed him the victory) then later I send 4k to Ukraine, he doesn't receive. I tried again, the turn aftr that.
