Can't buy reinforcements

I had about 3000$ playing as india. At the same time, I had conquered the middle east, into Turkey, and into Africa:Sudan, Ethiopia, Eritrea. Conquered most of Indonesia and southeast asia while playing against china southeast. All he had was some of those countries. I also conquered china southeast's capital. Couldn't get that much reinforcements. What the Fuck!!!!!
