Can't Send PR Messages

I can receive PR messages fine, but whenever I try to send them, I get the standard flood control message, even though I haven't used private chat in ages. This seems to be centered on my account, as it works for everyone else, even my alt on the same computer.

The problem was solved by muting and unmuting him on global chat. I have no idea why it fixed the problem though.
