[OPEN] Disable strategies disables all?

Expected behavior
When I disable one strategy or multiple, I expect those to be disabled for the game.

Actual behavior
All strategies are disabled, none of them can be picked. "Strategies are disabled in this game." and no option to select any, just as if "All" had been selected.

Steps to reproduce the behavior
Start a casual world map game and play around with the Disable Strategies setting.

Information:
Browser: Chrome

Browser version: Version 74.0.3729.169 (Official Build) (64-bit)

OS: Win7

Any other relevant information:
Tried this with a variety of combinations.
Just one strategy, just "None", multiple ones, multiple ones including "None" (thought it might be the cause) and tested what happens when I don't disable the strategy I've set as default (made no difference).
Did not select "All".
