What if, after you leave a game, you would have to wait 5 minutes to join a new one. If you leave the one after it, your penalty would increase to 15 minutes and so on. After the player actually finish a game (surrenders, get defeated or win) the penalty would be reduced. Also, after 24 hours without leaving any game, the penalties would reset to zero.

It could work only for the first leaver. Or maybe we could have an option to simply cancel the game (it would also be useful for CWs).
There's also the option to make it like a black list, obligating players to mark the leaver or not as soon as he leaves.
