FIXED: Strats are not adjusted anymore

They are back to their original statistics, also the submarine capacity is gone

Indeed, bombers are 8/6 in SM and Air Transports don't have 6 capacity.

IMP militia costs 0 again

And some upgrades aren't being added. For instance, I have Air Support and can't buy a Sentry Plane.
