First off, it's not moderators' job to punish people who do not follow map rules. That's up to the mapmaker. Second, mods are players just like us, they can't be expected to moderate 24/7, more often than not there's a second mod on to make up.

Sorry but... it does seem odd to have 'map rules' and the only enforcement to those rules would be to ban that player from that map (after the fact; sometimes long after the fact.). Again, a poor solution to a common problem. Why have players sit in a game lobby upwards of 30 minutes only to have it ruined by a player who won't follow the rules. Shouldn't moderators have the power to remove that player from that game; someone to enforce the rules of the map? Why have a game ruined and forced to be remade time and time again because there is no way to enforce rules in an immediate nature.
There are many examples of online games where by, if you break the games rules, you will be punished by either: being removed from the game, or being banned (or sometimes both depending on the violation). Why can we not adopt a better solution to this problem.

I admit I don't play scenarios often, but I do observe a lot of what is going on here, and there definitely needs to be changes made to this "fix".

If they gave power to moderators then the map rules would have to be more well defined and easier to find.... meaning all the current maps with rules would have to be redone with a better rule system, something that isnt going to be implemented for a long time.
