Unable to change profile picture.

A few years ago I was able to change my profile picture/header without any problems but now it gives me problems. I delete the old picture and attempt to upload a new one but old one pops up again when I save and refresh the screen.

The only solution to this problem I've found is after you upload the new profile picture is to change site language a couple times. This somehow clears the cache and the new one pops up but this only works sometimes and only after many attempts.

Click ctrl + f5 after u change pfp
